The convergence of human and artificial intelligence is currently receiving considerable scholarly attention. Much debate about the resulting _Hybrid Minds_ focuses on the integration of artificial intelligence into the human brain through intelligent brain-computer interfaces as they enter clinical use. In this contribution we discuss a complementary development: the integration of a functional in vitro network of human neurons into an _in silico_ computing environment. To do so, we draw on a recent experiment reporting the creation of silico-biological intelligence as (...) a case study (Kagan et al., 2022b ). In this experiment, multielectrode arrays were plated with stem cell-derived human neurons, creating a system which the authors call _DishBrain_. By embedding the system into a virtual game-world, neural clusters were able to receive electrical input signals from the game-world and to respond appropriately with output signals from pre-assigned motor regions. Using this design, the authors demonstrate how the _DishBrain_ self-organises and successfully learns to play the computer game ‘Pong’, exhibiting ‘sentient’ and intelligent behaviour in its virtual environment. The creation of such hybrid, silico-biological intelligence raises numerous ethical challenges. Following the neuroscientific framework embraced by the authors themselves, we discuss the arising ethical challenges in the context of Karl Friston’s Free Energy Principle, focusing on the risk of creating synthetic phenomenology. Following the _DishBrain’s_ creator’s neuroscientific assumptions, we highlight how DishBrain’s design may risk bringing about artificial suffering and argue for a congruently cautious approach to such synthetic biological intelligence. The Politics of Method in the Human Sciences provides a remarkable comparative assessment of the variations of positivism and alternative epistemologies in the contemporary human sciences. Often declared obsolete, positivism is alive and well in a number of the fields; in others, its influence is significantly diminished. For, as the Buddhists put it, only a Buddha can understand a Buddha. Or, as William James put it, only one who has philosophy can appreciate philosophy. Those who regret the loss of many precious Confucian virtues in China today have now rediscovered them in the person of Lewis E. Hahn! In a series of articles, the most extensive of which are [9] and [10], Carl R. Kordig has attacked the "new empiricism" of the late Norwood R. Hanson, P. K. Feyerabend, Thomas S. Kuhn, and Stephen E. Toulmin. While there are differ- ences among the views of these philosophers, they agree at least on the following claims: (1) scientific method does not proceed inductively from neutral observations because (a) observations are not free of interpretation; and (b) scientists, as a matter (...) of history, have not used induction as the means of arriving at scientific laws; and (2) the key to scientific progress is the discovery of theories, hypotheses, or paradigms which order phenomena and influence the ways in which data are experienced. While Kordig admits that the new empiricism has the valuable effect of underscoring the truth that scientific revolutions do not consist merely in finding new facts or in paying closer attention to already known facts, contrary to the new view, he maintains that observations must be and are neutral ([9], pp. 478-479). Kordig contends against the new empiricists that if observations are not neutral but theory-laden, then it is impossible to test, compare and verify theories. Conse- quently, Kordig concludes that the new empiricist view implies that scientific progress is impossible ([9], pp. 470-471; [10j, p. 470). In opposition to their view, Kordig maintains that observations are neutral and independent of theories (and this was the insight of the logical empiricists) ([10], p. 468); and moreover, observa- tions must be neutral to and independent of theory in order that (a) differing theories may be truly said to compete and (b) the observations may be the basis of testing and deciding between competing theories. The Modern Synthesis (MS) gene-centered population model of evolution is currently being challenged by the Extended Evolutionary Synthesis (ESS) organism-centered developmental model of evolution. Shoemaker (1996) presenteda prioriarguments against the possibility of ‘self‐blindness’, or the inability of someone, otherwise intelligent and possessed of mental concepts, to introspect any of her concurrent attitude states. Ironically enough, this seems to be a position that Gopnik (1993) and Carruthers (2006, 2008, 2009a,b) have proposed as not only possible, but as the actual human condition generally! According to this ‘Objectivist’ view, supposed introspection of one's attitudes is not ‘direct’, but an ‘inference’ of precisely the sort we make about (...) the attitudes of others, an inference that has the advantage in our own case ofonlyour own sensory data and memories, our behavior, and of the context we are in; i.e. we are all substantially self‐ blind. After sorting out a number of methodological and verbal issues, I argue, first, that thea prioriarguments against Objectivism don't succeed, and that Gopnik and Carruthers are right to regard the issue as an empirical one. On the other hand, I think they seriously underestimate the difficulty of establishing Objectivism. It is unlikely there is an inferential procedure from the data of pure sensation, behavior and context to the relevant self‐attributions that would be as spectacularly reliable as people manifestly seem to be. Moreover, there is a simpler model: the mind very likely consists of a panoply of sub‐routines some of whose outputs are ‘tagged’ for their having been so processed, rather in the way that software ‘documents’ are on standard computers. Introspection plausibly consists in a person's simply attending to distinctive constellations of these tags, even though they may lack phenomenal feels. This draws attention to an important independent fact: that much of phenomenology (or ‘what it's like’ to be in a certain state) may be constituted by facts that are not phenomenal. (shrink)

This article, an introduction to a special issue of the Journal of Military Ethics devoted to emerging military technologies, elaborates the present status of certain predictions about the future of warfare and combat made by postmodern essayist, Umberto Eco, during the First Gulf War in 1991. The development of military robotics, innovations in nanotechnology, prospects for the biological, psychological, and neurological ?enhancement? of combatants themselves, combined with the increasing use of nonlethal weapons and the advent of cyber warfare, have operationalized (...) the diffuse, decentralized, ?neoconnectionist? vision of warfare in the post-Clausewitzian, postmodern world that Eco first prophesied. On the one hand, such technologies threaten to make war ever more ubiquitous as the path of least resistance, rather than the option of last resort, for the resolution of political conflict. On the other hand, these same technologies offer prospects for lessening the indiscriminate destructive power of war, and enhance prospects for the evolution from state-centered conventional war, to discriminate law enforcement undertaken by international coalitions of peacekeeping forces. Whatever else one might say concerning the legality, morality, and prudence of his actions, Edward Snowden, the former U.S. National Security Agency contractor, is right about the notion of publicity and informed consent, which together constitute the hallmark of democratic public policy. In order to be morally justifiable, any strategy or policy involving the body politic must be one to which it would voluntarily assent when fully informed about it. This, in essence, was Snowden's argument for leaking, in June 2013, (...) the documents that revealed the massive NSA surveillance program: So long as there's broad support amongst a people, it can be argued there's a level of legitimacy even to the most invasive and morally wrong program, as it was an informed and willing decision.... However, programs that are implemented in secret, out of public oversight, lack that legitimacy, and that's a problem. It also represents a dangerous normalization of “governing in the dark,” where decisions with enormous public impact occur without any public input. (shrink)

From North Korea's recent attacks on Sony to perpetual news reports of successful hackings and criminal theft, cyber conflict has emerged as a major topic of public concern. Yet even as attacks on military, civilian, and commercial targets have escalated, there is not yet a clear set of ethical guidelines that apply to cyber warfare. Indeed, like terrorism, cyber warfare is commonly believed to be a war without rules. Given the prevalence cyber warfare, developing a practical moral code for this (...) new form of conflict is more important than ever. In Ethics and Cyber Warfare, internationally-respected ethicist George Lucas delves into the confounding realm of cyber conflict. Comparing "state-sponsored hacktivism" to the transformative impact of "irregular warfare" in conventional armed conflict, Lucas offers a critique of legal approaches to governance, and outlines a new approach to ethics and "just war" reasoning. Abstract This article evaluates the ?drive toward greater autonomy? in lethally-armed unmanned systems. Following a summary of the main criticisms and challenges to lethal autonomy, both engineering and ethical, raised by opponents of this effort, the article turns toward solutions or responses that defense industries and military end users might seek to incorporate in design, testing and manufacturing to address these concerns. The way forward encompasses a two-fold testing procedure for reliability incorporating empirical, quantitative benchmarks of performance in compliance with (...) formalized and programmable rules of engagement, and a conception of ?due care? in product liability. This would be designed in analogy with procedures currently followed by well-intentioned governments and militaries with their own (human) military personnel, both to ensure against failure, and to accept responsibility and compensate victims of inadvertent and unintended accidents. The procedure is designed specifically to address objections first posed by Robert Sparrow (2007) and Noel Sharkey (2007), and echoed in P.W. Singer's critically acclaimed Wired for War (2009), that lethal autonomous systems cannot be meaningfully held accountable for commission of war crimes, and thus the development, manufacture, and deployment of such systems would constitute a violation of international law. In 1878 evolutionary theoretician Edward D. Cope published an eight-page paper filled with prescient ideas that clearly anticipated theoretical evolutionary topics that are actively being debated some 145 years later. An examination of these ideas and their modern counterparts is the primary objective of this essay. A proposal is also made to provide an answer to Cope’s Puzzle concerning the sequences of events involved in the evolution of adaptive animal structures. In the course of his interesting paper ‘The Morality of Killing’ , Mr. T. Goodrich apparently seeks to prove that decisions about population control cannot be based on the utilitarian principle. More exactly, I think, he wishes to show that such decisions cannot be based on this principle by making appeal either to the interests of those persons who would be brought into existence as a result of a decision to add to the population or to the interests, at times (...) subsequent to carrying out the decision, of those persons who would cease to exist as a result of a decision to subtract from the population. I believe that the arguments he uses to support this thesis are not good ones, and I will try to show that they are not. (shrink)

This text prepares undergraduate mathematics students to meet two challenges in the study of mathematics, namely, to read mathematics independently and to understand and write proofs. The book begins by teaching how to read mathematics actively, constructing examples, extreme cases, and non-examples to aid in understanding an unfamiliar theorem or definition (a technique famililar to any mathematician, but rarely taught); it provides practice by indicating explicitly where work with pencil and paper must interrupt reading. The book then turns to proofs, (...) showing in detail how to discover the structure of a potential proof from the form of the theorem (especially the conclusion). It shows the logical structure behind proof forms (especially quantifier arguments), and analyzes, thoroughly, the often sketchy coding of these forms in proofs as they are ordinarily written. The common introductroy material (such as sets and functions) is used for the numerous exercises, and the book concludes with a set of "Laboratories" on these topics in which the student can practice the skills learned in the earlier chapters. Intended for use as a supplementary text in courses on introductory real analysis, advanced calculus, abstract algebra, or topology, the book may also be used as the main text for a "transitions" course bridging the gab between calculus and higher mathematics.
